About the Treasurer
The first half Real Estate and Mobile Home property taxes are due by March 31, 2025. You can pay online at www.iowatreasurers.org, by mail
(must be postmarked date to avoid penalty), or in the office during normal office hours 7 am - 4:30 pm.
We also have a secure drop box at the West building entrance that is available always.

Characteristics of the Treasurer
The Harrison County Treasurer’s capacity is that of a public administrator whose authority is established by state government for the purpose of policing county funds and maintaining complex financial records and accounts. The Treasurer is an elected official with a four-year term.
Financial Management
The Treasurer being a curator for Harrison County is responsible for the receipt, management, disbursement, financial reporting, bonds and investment of all monies paid to the County.
Also serves as an agent for the State of Iowa Department of Transportation and Iowa Department of Revenue and Finance. All money is prudently invested and totally insured and protected as required by the Code of Iowa. The guidelines used are safety, liquidity, and maximum return for the public investment.
Real ID
In an effort to ensure the safety of citizens, Congress passed the REAL ID
Act of 2005. The Act modified federal law pertaining to security, authentication, issuance procedure standards for state‘s driver‘s licenses & identification cards. Tax Sale
The 2021 annual Tax Sale will be held by the Harrison County Treasurer on Monday, June 21, 2021, at the Harrison County Courthouse, 111 N 2nd Ave, Logan, Iowa 51546, beginning at 9:00 a.m. Bidders will place their bids online. Q. When can I take the written test?
A. Written tests are given Mon. - Fri., 7:00 a.m. to 3:40 p.m.
Q. When can I take the driving test?
A. Our skills test (driving) are administered on Thursdays by appointment. We take appointments for Chauffer. All other drives will be given from 9:00 a.m. - 10:40 a.m. / 1:40 p.m. - 3:20 p.m. EXCEPTION: Day light required.

Q. Do you give the CDL skills and drive test?
A. No, we do not have a four-lane street, stoplight, or railroad crossing in Logan.
Q. Can I use the Hospital Birth Certificate?
A. No, it must be a certified copy from the county in which you were born.
Q. Can I have an ID and a driver's license at the same time?
A. No, you cannot have both an ID and a driver's license at the same time, as they are both state-issued.
Q. How do I get a duplicate license or ID?
A. In order to obtain a duplicate, you will need to tell us your Social Security Number. We will issue a duplicate card for $10.00.
Q. Where do I get a parental consent form?
A. We have the forms in the DL station at the Treasurer's Office. It must be filled out in front of a DL employee and notarized by them or in front of a notary of your choice.
Q. What is a GDL?
A. GDL stands for Graduated Driver's License, which is an issuance under 18 years of age.
Instruction permit can be issued at 14 years of age.
School license can be issued after holding an instruction permit for six months, accident and conviction free, taking drivers education, and qualifying as per your school district. Intermediate license is issued at 16 years of age or older. You must have held an instruction permit for 1 year accident and conviction free and completed drivers education.
Full privilege is issued at 17 years of age. You must have held the Intermediate License for one year accident and conviction free.
Q. When do I have to take a drive test on a GDL?
A. For a GDL school license or Intermediate license, you will only need to drive if your driver's education instructor requests that you drive. If you had a school license before you obtain an intermediate license, these rules will not apply.
Q. What is a GDL Interview?
A. Anyone who has a violation on a GDL license, will be sent a notice from the DOT, to come in with a parent, for a meeting with a DOT officer. At this time, it will be decided whether privileges will be taken away and for how long.
Q. How do I get an Instruction Permit?
A. You will need to present a certified copy of your birth certificate, a social security card, and a parental consent form filled out in front of DL personnel, or signed in front of a notary. In addition, you will need to pass a written exam of 35 questions.
Q. How do I get a School License?
A. You must have held your Instruction Permit, accident and conviction free, for six consecutive months. You must have completed Driver's Education and obtained a consent form from your school Superintendent or Principal, stating that you fit the criteria needed. Your parent will sign the back of the form in front of a notary.
Q. How do I obtain a hanging handicap placard?
A. You will need to obtain and provide a letter every 5 years from your doctor stating that you have a disability.
Q. Is there a charge for the hanging handicap placard?
A. No, there is no charge for the hanging handicap placard.
Q. Can I pick up a hanging handicap placard for someone else?
A. Yes, as long as you have the letter from their doctor.
Q. How many hanging handicap placards can I have?
A. You may have two hanging handicap devices in your name.
Q. Can I use my hanging handicap placard in someone else’s vehicle?
A. Yes, the device is assigned to the person, not the vehicle.
The Iowa Department of Transportation, in cooperation with Iowa's 99 county treasurers, has implemented a 10-year license plate replacement cycle.
The Iowa DOT is implementing a new license plate design; the design of the replacement plates will be the same as the currently issue plates.
Rather than replacing all Iowa plates in one year, as has been done in the past, the Iowa DOT is implementing a “rolling” replacement cycle replacing ONLY those plates that have reached an age that is beyond the usual lifespan for a plate. License plate replacement will occur at the time of annual registration.
This process will replace plates that are too old, without wasting money by replacing plates that are not. You may return your old plates to our office for recycling, however this is not required.

Motor Vehicle Registration
Renewal notices are sent the month prior to the registration month.
License plates may be renewed in the month prior, the month of registration, or the month following to avoid penalty.
Trucks and Truck-Tractors registered at 6 tons or above are registered on a calendar year basis. If renewed by mail, add $1.00 per vehicle ($3.00 per vehicle if new plates are required) for postage fee.
Penalty of 5% per month or a minimum of $5.00 will begin after the one-month grace period following the expiration date on your registration fees.
A replacement title may be issued if a title is lost, destroyed, or altered.
A $25.00 fee and a 5-day waiting period are required.
The owner(s) on the current title must sign the application form, or if a lien is noted, the lien holder must sign. Refunds on the unexpired portion of license fees may be available if your vehicle has been sold or junked.
Be sure to remove your plates. Return plates to this office along with the date the vehicle was disposed. Disposal date determines your refund amount. Refunds for less that $10.00 are not issued. Vehicles up to seven (7) years of age require a damage disclosure statement; and, up to nine (9) years of age require an odometer statement.
Vehicles may be stored.
The vehicle must be currently registered, and registration and plates must be surrendered to the County Treasurer.
There is no charge for storing a vehicle. Payment of a full year license fee is required to take a vehicle out of storage. Vehicles may be junked.
Title, registration, and plates must be surrendered to the County Treasurer. A junking certificate will be issued.
If the un-expired portion of the license fee is more than $10.00, a claim for refund may be applied for. When a vehicle has been junked, it can never be re-titled again.
There is no cost for a junking certificate. Iowa law requires new residents to register their vehicle with the County Treasurer within 30 days from the date residency is established.
New residents of Iowa must surrender the original out-of-state Certificate of Title and complete an Iowa application for Certificate of Title.

Q. If I purchase a vehicle, where do I get the title transferred into my name?
A. If you live in Harrison County, you must title and register your vehicle at the motor vehicle department in the Treasurer’s Office.
Q. I have lost my validation sticker. Where do I obtain a new one?
A. If both registration and sticker are lost, the cost will be $3.00 for a duplicate registration and a replacement validation sticker. If only the sticker is lost, bring in the current registration and a replacement sticker will be issued free of charge.
Q. What should I do with my plates when I sell or junk my vehicle and where do I go to get a refund on my plates?
A. You can bring your plates and registration to the motor vehicle department and fill out a “Claim for Refund” form.
The registration must have the seller’s signature and the name and address of the buyer filled in on the back.
The claim will be sent to the DOT office. If approved, a refund will be sent to you within four to six weeks. A refund will not be allowed for an amount less than $10.00.
Q. Where do I get additional forms if they are needed to complete the vehicle title process?
A. Additional forms can be acquired at the motor vehicle department at the Treasurer’s Office. Many forms used in the motor vehicle department may be accessed at https://www.iowatreasurers.org/. Most forms may be printed from this site.
Q. What are my payment options?
A. You may make payments with cash, money order, cashier’s check, or personal check. Credit/debit card payments are accepted in the office or online for Registration Renewals.
Q. How do I change my mailing address?
A. If you have moved within or into Harrison County, call (712) 644-2144 to change your mailing address.
Q. Where do I apply for personalized license plates?
A. You can pick up an application for personalized plates at the Harrison County Treasurer’s Office.
You can mail the form to the address on the form, or the Treasurer’s Office will mail the form for you. Payment must accompany the form.
You may also go to http://www.iowadot.gov to order and pay for personalized plates with a credit card.
Q. Where do I go to get a personalized plate replaced if I have lost one of mine?
A. You can apply for duplicate plates by bringing in your current registration and your remaining plate to the Treasurer’s Office. The fee is $5.00. You will receive a letter from the office letting you know when your replacement plates have arrived.
Q. I have lost one of my license plates. Where do I go to get a replacement plate?
A. You can receive a replacement set of plates at the Treasurer’s Office.
You will need to bring your current registration and your remaining plate, and pay a $5.00 fee for a duplicate set of plates.
Q. If I put my vehicle in storage, do I have to renew the plates every year?
A. No, you can put the plates “in storage” at the Harrison County Treasurer’s Office. This will eliminate you from paying a penalty when you take the vehicle out of storage. However, in order to store the plates, they do need to be currently registered. The plates and registration need to be turned into the Treasurer’s Office and registration will be stamped “STORED” and returned to you.
Q. When I take my vehicle out of storage, do I get free plates to put back on the vehicle?
A. If you bring the vehicle out of storage and the registration has not reached the expiration month you will be issued new plates at no charge.
If past the expiration month, you will pay 1 full year of registration fees.
Q. How do I “junk” a vehicle?
A. The owner of a vehicle will be issued a “Junking Certificate” after surrendering the title, plates, and registration to the County Treasurer and filling out an application for a junking certificate. There is no fee for this procedure. The vehicle being junked can never be titled again.
Q. What does the name connector “and” or “or” mean on the face of my vehicle title as it relates to selling my vehicle?
A. The name connector “and” means that both owners that are listed on the face of the vehicle title will have to sign as sellers when the vehicle is sold. The name connector “or” means that only one of the owners that are listed on the face of the vehicle title will have to sign as seller when the vehicle is sold.
Q. When can I renew my vehicle registration?
A. You may renew your registration by paying the appropriate fee the month before, the month of, or the month after the registration month.
Q. What do I do if I lose my certificate of title or need a “Replacement Title”?
A. An application for a Replacement Title must be made in the County Treasurer’s Office where the title was originally issued.
If a lien is listed on the vehicle of record, the lien holder must apply for the Replacement Title.
If there is not an open lien, the application must be signed by the owner(s).
The application must be held for five (5) days before the Replacement Title is issued. The cost is $25.00. When a Replacement Title has been issued, the original title is void.
Q. What is needed to apply for a motor vehicle title?
A. The applicant(s) must provide a driver license number, social security number, date of birth, and full legal name. Each applicant(s) must sign the application for title.
Q. How does the Drivers Privacy Protection Act of 1994 affect motor vehicle records kept in the Treasurer’s Office?
A. The law closes personal information of an individual in the motor vehicle record to the general public.
Personal information means information that identifies an individual, including social security number, driver license number, name, address, and telephone number.

Tax Statements are mailed once annually in August. Tax statements are not mailed for the March payment.
The annual statement has two payments coupons. Please enclose the coupon with your payment.
The Harrison County Treasurer does not have a copy of your tax statement in the office. You must include your coupons with payment, to insure proper and complete payment.
Iowa law requires a tax statement be sent to the owner of property even though a lending institution pays the taxes.
Taxes may be paid in one lump sum on or before September 30th or may be paid in two (2) installments, by September 30th and March 31st each year.
To avoid penalty for late payment, the 1st half taxes must be paid before October 1st; the 2nd half before April 1st, including those instances when the last day of September or March falls on a Saturday or Sunday.
Postmark dates are used to determine delinquency.
Paid receipts will be returned to you, only when a stamped envelope is enclosed.
Special assessments and drainage assessments must be paid by September 30th, to avoid penalty. Delinquent tax notices are mailed May 1st and November 1st of each year. Delinquent taxes are published in the local newspaper in June.
Any taxes not paid by the 3rd Monday in June may be sold at the annual tax sale. Tax sale is not an immediate possession sale; it is just what it says it is –a sale of unpaid taxes. The holder of a tax sale certificate MUST wait a required timeframe before proceedings can be started in order to obtain a deed. Within this period of time, the proprety owner can still pay the taxes by redeeming the certificate. Elderly/Disabled Credit, Rent Reimbursement, and Mobile Home credit forms are available after January 1st each year and must be returned to the Treasurer’s Office before June 1st

A. Yes, it is very important to include the tax coupons with your tax payment. The Treasurer’s Office does not retain a paper copy of your tax statement.
The coupon assures you that the correct amount is posted to the correct parcel. Keep the bottom half of the tax statement for your records. We will stamp your copy paid in the office. Mailed statements will be returned to you marked paid only when a stamped envelope is enclosed.
Q. Why are special assessment statements mailed to me?
A. The special assessment statement will inform you of the type of special assessment for which you are being billed.
Examples of special assessments are paving, sidewalk repairs, and delinquent water bills. Special assessments are due once a year with the first half property tax installment. In you have additional questions please contact our office.
Q. Will I receive a drainage assessment statement every year?
A. Drainage assessments are based on the indebtedness of the drainage district.
Drainage assessments may not have to be collected each year because of the change of indebtedness.
You will be mailed a drainage assessment statement with your real estate tax statement if there is a drainage assessment due. Drainage assessments are due once a year with the first half property tax installment.
Q. When do I have to pay penalty on my taxes and how much is it?
A. Penalty attaches to the 1st half taxes on October 1st and to the 2nd half taxes on April 1st at 1 1/2 percent per month.
Payments must be received in the Treasurer’s Office or postmarked before October 1st and April 1st, including those instances when the last day of September or March falls on a Saturday or Sunday.
In this instance, payment will be received in the office or postmarked the following Monday, without penalty.
Q. How late can I pay my taxes and not get my name published in the paper?
A. The actual date for this varies from year to year. Please mail or call for this information.
Q. I have an escrow company paying my taxes, do I notify you of this or does the escrow company notify you?
A. The escrow company must request your tax statement each year from the Treasurer’s Office.
The request must be in writing with the property owners names and legal description included.
The request must be submitted by June 1st. The Treasurer’s Office will mail tax statements to the escrow company and to the property owner.
However, most escrow companies access owner’s information from the website. They do not want “paper copies” sent to them.
Q. Is there any type of credit or help available for elderly, disabled, or low-income property owners?
A. Yes. To find out if you quality for the Iowa Property Tax Credit and to obtain an application, please call our office.
Q. Where do I apply for a homestead credit and a military credit?
A. You apply for these credits at the Harrison County Assessor’s Office. This office is located on the first floor of the courthouse in Logan, Iowa.

Q. When is the tax sale held?
A. The tax sale is held each year on the 3rd Monday of June. Contact the office for more details.
Q. What should I do if I have a tax sale on my property?
A. Please contact this office to determine your rights concerning redemption and the amount necessary to redeem the tax sale. Tax sale redemptions must be made in guaranteed funds - cash, cashier’s check, or money order.
Q. I have sold my property. Who pays the real estate taxes?
A. You need to contact your realtor or attorney on advice on this issue.
This questions should be answered before the closing date of the sale of the property.
Q. Is it possible to make a partial payment on real estate taxes?
A. Yes, we do accept a form of partial payment. The 1st half taxes may be paid in two payments and the 2nd half taxes may be paid in two payments.
Q. Do you take credit cards for real estate payment?
A. Yes, we do not accept debit/credit cards for tax payments in the office or online. Other in-office modes of payment: personal check, money order, cashier’s check, or cash. Q. I am going to be moving my mobile home to another location; do I need a tax clearance form?
A. Yes, a mobile home tax clearance form is required when moving your mobile home to another location. Please contact our office for more information.
